This website was created to make available
all strategic plans and assessment reports for
The University of Texas-Pan American from 1992
onward. From FY 1992 to FY 2004, strategic
plans follow the conventional format, but
starting from FY05 when the University's
leadership changed, then President Blandina Cárdenas
championed the Outcomes Directed Planning (ODP)
model for the University. All divisions
and units of the University have adopted the ODP model and are following the ODP maps in all
their planning and assessment activities.
Outcome directed plans, or maps,
are the result of “outcome directed thinking.”
This process differs from conventional strategic
planning in that it focuses planners on the
desired outcome they wish for the future, rather
than beginning with problems to be overcome.
The focus shifts from obstacles to choices.
